The report “Bioregional Planning in South East Queensland: Where and How Does [Or Will] it Work?” analyses a critical structural flaw in the planning architecture of South East Queensland (SEQ). It identifies a systemic misalignment between Commonwealth environmental reforms, the State’s bioregional pilot, and the SEQ Regional Plan.

 

 

Core Thesis

The current system operates within an “inter-scalar architecture” where nested hierarchies (Commonwealth, State, and local) often work at cross-purposes. This creates a “town planning loop” that facilitates environmental degradation through urban sprawl, as the natural landscape is used as a “relief valve” for systemic failures in urban planning.
