The ‘Critical Analysis’ reinforces this prejudice by judging the submission based purely on its failure to conform to the expectations of policy-aligned inquiry. This type of instrumental research is explicitly designed to maximise efficiency and immediate utility, a core component of the neoliberal multiversity that critics like Nicholas Dirks and others argue abandons core intellectual values and focuses on self-serving instrumental ends. Dirks notes that the university must change, but warns that structural changes often reduce faculty power and increase reliance on precarious labour, forcing education into an extreme “capitalised model”. Dr. Buch’s exclusion as an independent scholar due to the grant’s prerequisites is a direct manifestation of this capitalised model’s resistance to supporting scholars outside its immediate, controlled structure.

At the end of 2022 Dr Buch was placed in an impossible position in terms of gaining employment or a contract for which he was aimfully qualified. This paper analysing the story. The conclusions are questions that the Queensland Government was asking in the period 2021-2023, but really did not want to hear the best answers from the global literature. In 2021-2023 the Queensland Government was not making best practices in employment and contracting when refusing to employ or contract the leading thinker in the field of Sociology of Education. The global Sociology of Education literature is ignored by the Queensland Government and the State Policy is based on parochial attitudes. A scan of global research shows that most of the references on “education” and “Queensland” are related to health issues, and also environmental studies, much of the humanities and other social sciences are wiped out in the formative thinking of Education Queensland. “Queensland characteristics” are not beyond strong criticism. Ultimately, with all other prognoses and solutions, the issue is one of socialised personal prejudice. This is also related to the practice in Government of denying ideological positioning in policies. The Government keeps failing to read and understand Sociology of Education in relation to bad employment and contracting practices.

Dr. Neville Buch’s submission to the Education Horizon grant scheme, far from being a scholarly failure or a methodological error, stands as a necessary act of applied critical philosophy. The “Critical Analysis of Education Responses” mischaracterises Buch’s critique by judging a broad philosophical and historiographical diagnosis through the narrow lens of policy-instrumentalism.

The “Critical Analysis” of the institutions, therefore, is not a successful rebuttal but a demonstration of the crisis Dr. Buch describes: the inability of instrumental bureaucracy to tolerate or comprehend highly contextualised, ethically grounded, and historically deep critical thought, confirming that the refusal to engage with comprehensive intellectual perspectives remains the primary obstacle to genuine educational reform.

Thus, the claim of “open-ended inquiry” from Queensland Education is false.
