Abstract
This essay examines the systemic cognitive pathology characterizing the Queensland Cabinet’s resistance to the heritage listing of the Great Barrier Reef (GBR) under Premier Johannes Bjelke-Petersen. By applying the Dynamic of Cognition (DoC) framework, the analysis identifies the poor cognitive dynamics driven by an aggressive obsession with State sovereignty and a narrow “techné mindset” oriented toward resource exploitation. The resistance is framed as a manifestation of “Historical Lag,” wherein the Queensland government utilized the “myth of the Queensland character” to reject modern international conservation standards in favour of personal patronage and agrarian-industrial utility. Ultimately, the analysis demonstrates how the Cabinet’s “self-sealing” logic prioritized immediate political and economic profit over the “Aristotelian flourishing” of the Reef’s ecological and social heritage.
